Aftermarket seatbelt install, no instructions, stumped

I am trying to change one of my rear seat belts to a generic non-retractable lap belt type, to better secure a child seat. There are no instructions in the box, just a anchor, a slotted metal piece, fender washer and bolt for each side. The belts are standard webbing with a buckle. The hardware packet was sealed, no I don't think there was any hardware missing.

For the life of me I can't figure out how I am supposed to secure the belts to the anchors. If the metal tab had 2 slots, it would be easy, just like the harness in the race car, but this has me baffled.

WTF am I supposed to do with this:
